The story goes that a bill of rights was promised as a side along to the constitution to get it to be ratified, because the antifederalists were wary of the rights of the individual being exploited if they were not explicitly stated.
Federalists had overlooked a bill of rights type of document because they were thinking the constitution already limited the government. riiight. make a long story short, we're up to amendment 27
